Job Posting: Food & Drug Administration

The FDA is hiring an Ombudsman to work in the Office of Equal Employment Opportunity and Diversity Management in Silver Spring, Maryland. The office has long been a resource for resolving workplace concerns within the FDA, but it appears that the Ombuds function may be new.

The position will "serve as a dispute resolution practitioner whose major function is to provide confidential and informal assistance to managers and employees in resolving work-related issues and disputes." This vacancy is open to current permanent Title 5 Federal government employees, reinstatement eligibles, individuals eligible under CTAP Definition and Title 42 employees with status.     Basically this means that the job is only open to internal candidates (only)who who are eligible because they were layed off or going to be layed off.

    Two types of career transition programs exist. One is for employees before they separate, called the Career Transition Assistance Plan (CTAP). The other is for interagency assistance before and after separation, called the Interagency Career Transition Assistance Plan (ICTAP).

    The reemployment priority list (RPL) is the mechanism agencies use to give reemployment consideration to their former competitive service employees separated by reduction in force (RIF) or fully recovered from a compensable injury after more than 1 year. The RPL is a required component of agency positive placement programs. In filling vacancies, the agency must give RPL registrants priority consideration over certain outside job applicants and, if it chooses, also may consider RPL registrants before considering internal candidates.
