The JIU issued eight formal recommendations, calling for stronger independence safeguards, updated policies, and adequate support for Ombuds functions:
- Develop and adopt formal terms of reference by 2027
- Include staff representatives in appointment and removal decisions
- Establish term limits for Ombuds leaders (four years for renewable contracts and seven years for nonrenewable contracts) and restrict post-employment in the same agency
- Issue full-term contracts for newly appointed Ombuds heads
- Ensure annual reports are submitted to governing bodies
- Make annual reports publicly available
- Review and resource Ombuds functions regularly to meet their mandates
- Ensure that UNDP, UNFPA, UNICEF, UNOPS, and UN Women provide their Ombuds offices with the resources required under the existing MOUs

It would be helpful to include in the recommendations if a UN ombuds job posting is internal only. This is crucial because the UN appears to consistently fill these roles internally. The hiring criteria seem to focus primarily on UN system experience rather than essential competencies such as conflict resolution, coaching, or mediation, which favors internal applicants.
