USOA Elects 2024 Leadership

The United States Ombudsman Association announced its new Board of Directors and Chapter leaders. Directors serve two year terms and are elected by voting members of the Association. The new members of the Board are:


  • President, Jordan Steffen, Deputy Ombudsman, Child Protection Ombudsman of Colorado 
  • Vice President, Joel Schwartz, HHS Ombudsman, Texas Health and Human Services Office of the Ombudsman 
  • Secretary/Treasurer, Joanne MacDonnell, Ombudsman, Arizona Ombudsman Office 
  • Conferences and Training, Michelle Lucarelli-Beltran, LCSW, Children Services Administrator I, Los Angeles County Department of Auditor-Controller 
  • Member Services, Artie Whiting, Director, Consumer Affairs Ombudsman Office, Salt River Project 
  • Membership, Dennis Nyland, Montana Mental Health Ombudsman, Montana Mental Health Ombudsman Office 
  • Outreach and Development, Rick Dempsey, Director, West Virginia Office of Inspector General, Mental Health Ombudsman 
Belinda M. Robinson, Associate Organizational Ombudsman in the FBI's Office of the Ombudsman co-leads the Federal Government Chapter. (USOA Board.)
