Canada's Organizational Ombuds Council Document Guides Practice for Federal Ombuds

In July 2020, OOC (Conseil des ombuds organisationnels) issued "Standards of Practice for Organizational Ombuds of the Federal Public Service." These standards are designed to be "consistent with those of the International Ombudsman Association (IOA) and the Coalition of the Federal Ombudsman of the United States to guide the organizational ombuds practice within the Federal Public Service." This document is therefore another crucial, foundational document that supports and defines work of Organizational Ombuds.

The OOC Standards of Practice is organized into the following sections:

PART I: Carrying out the Function
1. Ethical Principles
2. Services
3. Roles
4. Independence
5. Confidentiality and Privacy Protection
6. Impartiality
7. Informality
8. Recordkeeping and Reporting
9. Outreach and Collaboration

PART II: Enabling the Function and the Community
10. Leadership Support
11. Classification and Staffing
12. Physical and Virtual Facilities
13. Learning and Development
14. Access to Counsel
15. Performance Review
16. Interdepartmental Coordination

The document was just added to the Government of Canada's wiki page, which also has more details about the Federal Public Service Organizational Ombuds Community. (OOC Standards of Practice; GCwiki.)

  1. This is amazing! Congrats to everyone that worked on this! Now we simply need the public sector to follow suit.
