Prince William County Public Schools Ombuds Posts 2024–25 Annual Report

PWCS in Virginia has issued the 2024–25 annual report from its Office of the Ombuds. Monique “Mo” Bookstein and Ombuds Specialist Rosamaria Manzines recorded 368 cases, a 15% increase from the prior year. The annual report uses IOA reporting categories and this year added a new case type, “Educational Partners,” to better classify school-related concerns.

The report notes that employee visitors most often raised evaluative-relationship issues, while Educational Partners accounted for the majority of concerns from parents, students, and community members, reflecting broader shifts in how PWCS stakeholders are using the office. Organizational Ombuds serve as a confidential, independent, neutral and informal dispute resolution resource for a specific entity. They are accessible to a defined population and can advocate for fairness. These unique characteristics distinguish Organizational Ombuds from Classical Ombuds, mediators, arbitrators, and other alternative dispute resolution professionals. The term "Ombuds" is shorthand for "Ombudsman," "Ombudsperson" and "Ombuds Officer," which also are used widely.
