The proposed scope of work includes:
- Development of a comprehensive marketing communication tool kit;
- Scripts for external advocacy, including social media;
- Draft communications that may be used by organizations to promote their Ombuds programs;
- Recommendations on lobbying opportunities; and
- Measures to build state support for a Model Ombudsman Act.

For what it's worth, this PR RFP project was underway at least a month before Kellen announced their impending departure. And while PR services may have been part of the overall agreement, I wouldn't go so far as to say they've actually been provided. In any case, I'm heartened to see IOA leadership identifying a critical need and trying to meet it. Interestingly, the timing here was both long overdue and prescient.
