FEMA's Alternative Dispute Resolution Division is re-posting its third Ombuds position because "the previously selected applicant accepted another position." The position provides professional conflict prevention and resolution services to FEMA employees during disaster operations. The job is not yet posted online. Here is the announcement from the Deputy Director for ADR:

•   How and When to Apply.  Please let us know of your interest no later than noon EDT next Monday 8/20/2018 by sending a PDF resume and cover letter to FEMA-ADR-Cadre@fema.dhs.gov.   •   Position Description.  The Federal Emergency Management Agency (FEMA) Alternative Dispute Resolution (ADR) Division has a position based in Washington, D.C. for an additional member of our Ombuds team.  Occasional travel to disaster field offices will be required.  The ombuds program at FEMA has traditionally served our “Reservist” employees that staff our disaster workforce and represent about half of the Agency employees.  Now we are developing a broader program to serve more employees.  The Ombuds helps to resolve disputes at the lowest effective level, surface systemic concerns, and otherwise engage in ADR services, including conflict coaching, facilitation, training, mediation, and other related ADR processes.  The position is neutral, independent, informal, impartial, and confidential.   •   Requirements.  The position requires: U.S. citizenship; A four year undergraduate degree from an accredited college or university; 300 hours of conflict resolution skills training; five (5) years of full-time, or equivalent part-time, professional ombuds or dispute resolution experience.  An advanced degree in conflict resolution may be substituted for 100 hours of training and two (2) years of experience; Large organization experience demonstrating the ability to successfully deal diplomatically with bureaucracy, diverse staff, difficult personalities, competing factions, and chain of command, while maintaining a reputation for being a positive, effective, collaborative, and professional employee; Demonstrated interpersonal skills in self-reflection, self-regulation, empathy, and social skills to build relationships, effectively manage teamwork and collaboration, engage critical thinking before taking action, and accurately gauge the effectiveness of your communications so that you can make adjustments; Ability to remain calm and civil under stress and when challenged; Demonstrated computer literacy including the use Windows computers, Microsoft Office, and ability to quickly learn government systems for filing reports, record-keeping, timekeeping, traveling, and other tasks; and excellent oral, written, and presentation communications skills. •   Salary & Benefits.  This is currently an IC-13 position.  Selected candidates with superior qualifications substantially above those of others in the field may request that we try to fill this as an IC-14 position.  This position is in FEMA’s Cadre of On-call Response Employees (CORE) series of 2-year term positions.  The position may be renewed.  The position, benefits, retirement plan, and salary are equivalent to a GS-13 ($96,970) or 14 ($114,590).  The duty station for this position is at FEMA HQ in Washington, DC and limited telework is available.
