Job Posting: Federal Emergency Management Agency

FEMA's Alternative Dispute Resolution Division is recruiting for experienced ADR practitioners.  ADR Advisor work is very similar to Ombuds work and many Ombuds have transitioned into this work. Positions are currently available in Washington and Puerto Rico.



Here's the description the Division recently sent out:

  • Duties include providing one-on-one listening and problem-solving, coaching, facilitation, ADR training, mediation, and other ADR processes to FEMA staff in disaster operations. 

  • Requirements:  All positions require substantial conflict resolution knowledge and expertise, U.S. Citizenship, a 4 year degree, at least 300 hours of conflict resolution skills training, and five years of professional experience as a neutral ADR practitioner or ombuds.  An advanced degree in conflict resolution can substitute for 100 hours of conflict resolution skills training and 2 years of experience.  Applicants must also have the ability to successfully deal diplomatically in a large organization with bureaucracy, diverse staff, difficult personalities, competing factions, and chain of command, while maintaining a reputation for being a positive, effective, collaborative, and professional employee.  Requires excellent written, oral, and presentation communication skills and computer literacy.  Substantial driving is required, sometimes in poor conditions, with piles of debris, and without lighting or street signs.

  1. Deployable ADR Advisor, Washington, DC location (no relocation costs provided), Full-time, GS-13, $96,970, standard federal employee benefits, two-year renewable terms.  Extensive travel 200-300 days per year required.  Incumbent will be deployed to disasters essentially full-time, if required by disaster activity, except for periods of leave.  Will work in Washington, DC when not needed at disasters.

  1. Reservist ADR Advisor, Washington, DC commuting area location preferred but not required.  Deploy to disasters when called up.  Travel at least twice per year for 60 consecutive days each, if required by disaster activity.  More deployment time is often available.  Starting salary is set in the range $36.24 and $41.68 per hour.  There is also an additional locality pay adjustment of +15% to +39% added to that salary which is based on the employee’s home location, two-year renewable terms.  Benefits include paid holidays, sick leave, and Federal Employees Health Benefit plan.  No retirement benefits.  This is currently posted on usajobs.gov at this link:  https://www.usajobs.gov/GetJob/ViewDetails/513071000

Puerto Rico CORE ADR Advisor, Puerto Rico locations (no relocation costs provided), Full-time, GS-13, $87,252, standard federal employee benefits, two-year renewable terms.  Requires fluent bilingual Spanish-English language capability and experience working in Puerto Rico.  Some internal Puerto Rico and continental U.S. travel required.
