Harrisburg School District Hiring First Ombuds

The large public school district in Pennsylvania's capital is accepting applications for an Ombudsman. It appears that district has never had an Ombuds and it is unclear what the duties are. 

The posting does not inspire confidence in the district's objectives for the position.

 The posting states only that
All applicant’s must possess at least a Bachelor’s Degree from an accredited college or university, a Master’s Degree is preferred; possess knowledge of public administration and complaint investigation procedures; a thorough understanding of right to know; thorough knowledge and understanding of district policies; good judgment and resourcefulness in solving administrative problems; ability to maintain effective working relationships with employees, department heads, principals, the public and to deal with public relations problems courteously and tactfully; knowledge of office practices and procedures; excellent oral, written, and organization skills; and an interest in urban education.
