In its response, the Executive Board accepted responsibility for allowing differences over the interpretation of the Ombuds role to persist too long and acknowledged the need to restore confidence in the independence of the function. The Board identified three priorities for change: earlier intervention and stronger independent review, greater emphasis on restoration and accountability in conflict resolution, and more careful communication about sensitive cases. Although the Executive Board reaffirmed the importance of the Ombuds' independence, its published response did not expressly address the protection of Ombuds confidentiality, a particularly notable omission given the concerns raised in reports by the prior Ombuds, Anna Soedira.
