Job Posting: International Organization for Migration, Egypt

The intergovernmental organization that promotes international cooperation on migration issues is hiring a Conflict Resolution Officer to be based in Cairo. The position is located within the IOM Office of the Ombudsperson and Mediation Services and assists staff members with employment issues following IOA standards. The contract is for nine months.

The position is open only to internal candidates and former IOM staff members who were separated in the last 12 months. External applicants will not be considered at this time. Applicants must have a Master’s degree and five years of relevant professional experience or a university degree and seven years of experience. Fluency in English and Arabic is required, and working knowledge of another official UN language is an advantage. No salary indicated. Applications are due by June 6, 2025. (UN Job Net.)

In November 2023, IOM opened a search for its next Ombudsperson. There is not yet any public information about whether that position was filled.

I don't really understand how an internal candidate, either currently employed by IOM, or employed until up to 12 months ago, subject to a particular set of relations of power and networks, can truly serve as an independent ombuds in the organization, in other words, be compliant with the IOA's code of ethics. In addition, to me, the "The position is open only to internal candidates and former IOM staff members who were separated in the last 12 months" part makes me wonder if the position is being treated more as a cushy management-level reward for someone they have in mind than a way to truly help staff in need of an ombuds. I say this as someone who has worked a number of years in international organizations in Geneva (not as an ombuds), and seen several international organization ombuds I would not deem compliant.
