World Health Organization Affirms Support for Ombuds Program

At its most recent meeting, the WHO's the Programme, Budget and Administration Committee of the Executive Board the Ombudsperson's 2025 report. Executive Board members expressed support for the Ombuds function and the need to ensure adequate resources across all regions. In response to the noted vacancies in Ombuds positions at headquarters and in the Africa, South-East Asia, and Western Pacific regions, the committee promised to expedite recruitment, while the Director-General personally reaffirmed commitments to transparency, fairness, and staff engagement during the restructuring process. Organizational Ombuds serve as a confidential, independent, neutral and informal dispute resolution resource for a specific entity. They are accessible to a defined population and can advocate for fairness. These unique characteristics distinguish Organizational Ombuds from Classical Ombuds, mediators, arbitrators, and other alternative dispute resolution professionals. The term "Ombuds" is shorthand for "Ombudsman," "Ombudsperson" and "Ombuds Officer," which also are used widely.
