ICRC Selects First Ombuds for Middle East and North Africa

The International Committee of the Red Cross has appointed Waged Jafer as its first Regional Ombuds for the Middle East and North Africa Region. In the position, Jafer is one of five full-time Ombuds who collaborate with more than 60 Ombuds Relays to serve 19,000 ICRC colleagues. Jafer will be based in Dubai and serve a three-year term.


Jafer has worked in dispute resolution and higher education in Canada for the past decade. Most recently, Jafer served as the Ombudsperson for Quest University in British Columbia since 2018. She graduated from the University of Ulster, earned a MA in Conflict Studies at the University of Ottawa, and is completing a PhD at the University of British Columbia. In addition, she has earned certificates from the University of Albert (Restorative Justice Facilitator Certificate), Skidmore College (Restorative Justice Across Student Affairs) and Canadian Institute for Conflict Resolution (Third Party Neutral Certificate).
