Job Posting: Massachusetts Department of Veterans' Services

The Bay State's Executive Office of Veterans’ Services is hiring an Ombudsperson for its Chelsea Soldiers Home. This new position will work with staff and residents at a historic and expanding facility, and reports to the executive director. The job description is ambiguous: some language indicates a Classical Ombuds role ("advocate on behalf of residents and staff of the Veterans’ Home and to receive, investigate and resolve through administrative action, in a timely manner, complaints filed by residents and staff"); yet other language is more in line with an Organizational Ombuds role ("provides neutral and confidential assistance to resolve conflict and serves as an advocate for fairness, source of support and information and act as liaison between conflicting parties [and] is neither an advocate for any individual or the home [and] does not keep records").

Required qualifications include a Bachelor's degree and two years of program management experience (or an equivalent combination of education and experience, including one year of supervisory experience) and: "Knowledge of Veterans Administration State Homes regulations and Massachusetts Department of Public Health long term care and adult day health regulations"; "Knowledge of Centers for Medicare and Medicaid Services long term care requirements of participation and regulations"; and "Knowledge of EOVS Homes eligibility requirements and services." Preferred qualifications include U.S. military service and experience working with organized labor. The position will pay $68,017 to $98,517 per year. No application deadline indicated. 1. I wonder if this is a situation where IOA's ED could productively reach out and ask, "what are you all trying to accomplish here?"
