Davis Technical College Unveils Ombuds Program

Davis Tech, a public college in Kaysville, Utah, has created an Ombuds Office to serve its faculty, staff, and about 4,000 enrolled students. Celeste Loyning was appointed as the Ombuds and practices to IOA standards according to a charter adopted in 2025. (The charter says the Ombuds role was created in 2022, but there is no public record of significance before January 2026.) Loyning reports to the Office of the President.

Loyning has worked at Davis Tech since September 2024 as a Learning And Development Specialist. Her career includes counseling, program and project management in education, government, and nonprofit settings. Loyning earned her Bachelor's and Master's at the University of Utah. Organizational Ombuds serve as a confidential, independent, neutral and informal dispute resolution resource for a specific entity. They are accessible to a defined population and can advocate for fairness. These unique characteristics distinguish Organizational Ombuds from Classical Ombuds, mediators, arbitrators, and other alternative dispute resolution professionals.
